What construction-phase environmental monitoring covers

An ESIA sets out commitments. On site, a CEMP, site plans, audits and measurements make sure they are kept.

Practice notePublished 3 min read

Most environmental and social risk on an infrastructure project is created during construction. Lenders such as ADB require the contractor and the client to show, month by month, that the management plan agreed in the ESIA is being followed.

The usual building blocks

On the M1 Yerevan-Gyumri-Bavra highway, our work includes each of the following.

  • A construction environmental management plan (CEMP) for the contractor
  • Site-specific plans (SEMPs) for dump sites and borrow pits
  • Monthly environmental reports
  • Monitoring visits and audits covering environment, health, safety and social issues
  • EHS training
  • Air quality, noise and vibration reports based on instrumental measurements

Why measurements matter

Complaints about dust, noise and vibration are among the most common from people living near a road project. Instrumental measurements, compared with the baseline taken before works began, turn those complaints into evidence the contractor can act on.
